In Uganda, the significance of performance management in education is increasingly being acknowledged by stakeholders, including the Ministry of Education and Sports. This recognition is driven by compelling evidence such as the closure of 1,132 schools in 2018 due to unsatisfactory standards. Furthermore, the confirmation by the Executive Director of the National Private Education Institutions Association that approximately 12,000 private academic institutions are at risk of auctioning due to financial difficulties in 2022 alone highlights the need for intentional measures to change the status quo.

Financial pressures, coupled with the focus on achieving excellent student scores and limited leadership skills, call for a transformative shift in governance and resource management. However, the promotion of head teachers based on seniority without adequate training and orientation results in an imbalance between academic excellence and effective management, hindering student learning outcomes.

To address these challenges, prioritizing robust performance management systems and providing comprehensive training and coaching programs for school administrators is crucial. This approach equips school leaders with the necessary skills to manage schools effectively, create conducive learning environments, and balance academic and managerial responsibilities.

By adopting performance management systems and investing in the professional development of school leaders, the education system can become more efficient and effective. This enables schools to address financial constraints, improve student performance, and ensure overall educational quality.

Conduct performance management training to build the school administrators’ management capacity to become effective performance managers.
